Enabling Policies Pave the Way for Clean Energy Investment
The issuance of new legal frameworks, such as Decree 135/2024/NĐ-CP (on rooftop solar power) and Decree 80/2024/NĐ-CP (on Direct Power Purchase Agreements – DPPA), marks a major milestone in establishing a comprehensive legal basis for enterprises to deploy and operate on-site solar power systems.
In particular, the DPPA mechanism, set to be officially implemented in 2025, will allow businesses to sign direct power purchase contracts with solar power plants without going through Vietnam Electricity (EVN). This opens up opportunities to reduce energy costs, gain control over energy supply, and meet new export standards such as the EU's Carbon Border Adjustment Mechanism (CBAM).

ANTEC is currently rolling out large-scale rooftop solar projects with both domestic and international partners, including Foxconn, with a 31.5 MWp rooftop solar system across Bac Giang and Bac Ninh; LG Innotek (Hai Phong), providing renewable energy solutions for an electronic component manufacturing facility; AEON Mall Hue, operating a commercial solar power system serving the retail complex; and projects in Southern Industrial Zones in key clusters across Binh Duong, Long An, and Dong Nai.
These projects not only help reduce electricity costs by 10 to 30 percent, but also support businesses in meeting sustainable development goals (SDGs), lowering CO₂ emissions, and enhancing brand reputation.
